A spit-and-sawdust pub (= type of bar that is found in Britain) is dirty and untidy and is not modern or attractive. In days gone by, many publicans spread sawdust on the Bar floor and signs directed the patrons to spit on the floor.

Why? 
Because the sawdust absorbed the spittle and also spilled beer making it easier to keep the floor clean. Drinkers, mostly male weren't too fussy about personal hygiene and would spit directly on the floor. Having sawdust spread over the floor area tended to hide all the spittle along with beer spillages.

Logo development:
Skull: represents the aggression, and the customers that indulge in pubs of such nature. Biking gangs, such as hells angels were a regular in joints like these.

Splatter: represents the spitting on the floor and the texture represents the sawdust that was spread to cover the floor.

The logo is a combination of these 3 elements, the skull is fused with the splatter and the base is a texture, suggestive of the floor.
